Ref : BSNL Letter No. 250-74/2001-Pers III dated 20.02.2002.
Sir,
Kindly refer to R/R of TMS circulated vide letter cited above.
It is stated that large number of RMS were not permitted to appear in the LDCE
held in year 2010 and 2011 due to 10th standard prescribed qualification although they are
at par with the group “D’ officials.
These RMS are either by conversion from group ‘D’ cadre or through the process
of regularization. There was no prescribed qualification for recruitment of casual
labourers and as such it will be unfair to deprive them to appear for LDCE. Moreover,
there was no qualification prescribed for the TMS examination during the DoT period.
Similar is the case of Telegraph man/Telegraph overseers who were declared group ‘C’
cadre only after recommendation of 5th pay commission under the circumstances we are
proposing and requesting as below for change in R/R under Head “B’ LDCE.
“(2) Prescribed 10th standard qualification be withdrawn and deleted.”
“(4) Prescribed 10th standard qualification be deleted.”
Apart from above all RMS/group ‘D’ staff of Telecom factories electrical/Civil
wing etc be made eligible for the examination.
We request you to please take urgent steps to get the R/R modified so that
maximum numbers of employees are in position to appear in the examination for
promotion to TM cadre
