End the uncertainly
The Department of Telecom, DoT, choose a correct step but at a very wrong time to
start the process of absorption of ITS officers in BSNL. The absorption was no doubt over
due. The BSNL after attaining the loss of more than Rs. 6,000/- crores was showing
upward trend for last six months but suddenly got set back due to absorption process.
Near about 387 officers have been repatriated to DoT as per their choice and option. After
this an atmosphere of uncertainty is prevailing in the field as how long the remaining will
continue in the company? Most officers have started showing disinclination and disinterest
in the affairs of growth of the company forgetting their past contributions. Some officers
have become hostile also to the cause of company due to polluted atmosphere created
by interested quarters. These are seriously damaging the interest of the company.
Reports are coming that the departments of Railway, Defence, Local administration etc.
anxious to get BSNL mobile service have been discouraged and disappointed forcing
them to move to private operators. This is not only unfortunate but painful also.
Today, the company is in loss which can be wiped out by generating more and more
revenue by selling our products and expansion. But these are disturbed due to uncertainty.
The BSNL Hqr must come out with clear cut decision for how much period the ITS
will be retained in the company to enable them to take decision. Once target period for
their repatriation is fixed they may be asked to work and be held responsible for their nonperformance.
The tainted, non-performers and charge sheeted officer of course have
no place in the company and they should be told Ta Ta in clear terms.
The management must act very fast and firmly to end the present uncertainty for
betterment of the company otherwise its interests will be damaged beyond repair.
Meeting between BSNLWA unions and BSNL Management held on 12th December
on Strike demand. No positive result organise strike on 15th whole
heartedly. 

Brief of discussions of Meeting held on 12-12-2011 between BSNLWA unions and
BSNL Management :
A Meeting between BSNLWA unions and BSNL management took place on 12th
December, 2011 on strike demands.
The Director (HR), Shri A.N Rai presided the meeting PGM (SR), GM(Est), GM
(Restg), DGM (SR) and GM(MM) were also present in the meeting.
The BSNLWA was represented by Comrades S.P. Sharma (WRU), C.Singh (GS
NFTE BSNL), Islam Ahmad (President NEFT), A.D.Patil (G.S AIBES), D.P. Patwa,
Rajpal (Secy. NEFT).
VRS
Staff side urged for with drawal of proposal.
Management stated that this will be introduced only on receipt of money from
Govt. The Management was apprised of that there is provision of voluntary retirement in
clause 55 of CDA Rule 2006. Provision of notional increment be made in the clause to
protect pension loss of retiring employees. The official side informed that the DOT has
not agreed to the proposal of notional increment due to pensionery burden.
2. Financial viability
Official side informed as below.
a) Subsidy from USO is expected after recommendation by Trai.
b) The issue of 40% pension cost on BSNL will be taken up with the DOT.
Union pointed out that BSNL HQR’S recent orders to deposit pension
contribution at par with deputationists may create complication to the retiring
employees. The official side assured to keep this aspect in mind.
c) Official side stated that choice for 3G spectrum is not possible.
d) License fee paid by BSNL goes into the coffin of MOF and its refund is very
big task.
e) Refund of about Rs. 6,000/- crores is expected in respect of BWA spectrum due
to surrender by BSNL.
f) BSNL is very must against nomination of TAC members.
Staff side stressed that the entire expenditures of TAC be borne by Govt.
3. Management informed that cables, Telephone sets, Drop wires are reaching in
the field. Tenders of GSM equipment have been finalized. Modume 2 will be
supplied in March, 2012. The staff side told in clear terms due to non- supply
of materials and equipments the private operators have captured the market.
How more revenue can be earned in this situation ? Management has utterly
failed to provide materials etc in the field. The staff side suggested the tender
process be decentralized to procure the equipments in time and to avoid
litigation.
4. Official side did not agree for 78.2%. IDA fixation in pay revision due to
financial constraints. This was not clinched and settled at the time of signing of
wage agreement. The staff side stated that employees are undergoing immortal
financial loss as such 78.2% IDA be merged without arrears.
MC will consider
5. Restoration of Medical Allowance, leave encashment and LTC. The official
side stated that the issues will be reviewed in April, 2012.
The union representatives while pressing for restoration of Medical
Allowance suggested that number of days can be negotiated. Workers are hurt
with the arbitrary withdrawal of the facilities.
6. ITS officers will be repatriated in phase BSNL will screen and select managers
within 3 months.
The union demanded that non-performers, tainted and charge sheeted
officers be relieved immediately from the BSNL.
7. Union demand for grant of minimum Bonus was not accepted.
8. The issue of minimum Trade union facilities to applicant union is being
examined.
BSNL Management has not accepted the demands. Hence strike has to be
organised on 15th December, 2011. Leave no store unturned to make the strike
successful.

Meeting held with BSNL management but no fruitful result strike decision stands prepare for struggle of 15th December, 2011.

 இந்தியாவில் தனியார் விமான நிறுவனங்களில் 26 சதவீத நேரடி அன்னிய முதலீட்டு திட்டத்திற்கு மத்திய அமைச்சரவை ஒப்புதல் வழங்கியுள்ளதாக தகவல்கள் வெளியாகியுள்ளன.

 இலங்கை இராணுவத்திடம் ராணுவப் பயிற்சி பெற்றுக்கொள்ளுமாறு இந்திய படையினருக்கு இலங்கை ராணுவத் தளபதி ஜகத் ஜயசூரிய அழைப்பு விடுத்தார். 


'நம்மிடம் கற்றவர்கள் இன்று நம்மை இவ்வாறு அழைப்பது வெட்க பட வேண்டிய விஷயம் என்றே கூற வேண்டும்'' இதன் மூலம் இந்தியாவின் மானம் பறிக்கப்பட்டது. 


அந்நியச் செலாவணிச் சந்தையில் டாலருக்கு நிகரான ரூபாயின் மதிப்பு வரலாறு காணாத அளவிற்கு குறைந்துவரும் நிலை தடுத்து நிறுத்தப்படாவிட்டால் அது இந்தியாவிற்கு மிகப் பெரிய நிதிச் சிக்கலை ஏற்படுத்தலாம் என்ற அச்சம் நிலவுகிறது.

பூமியை போன்ற ஒத்த தன்மைகள் கொண்ட புதிய கிரகம் ஒன்றை கலிப்போர்னியா பல்கலைக்கழக விண்வெளி ஆராய்ச்சிக் குழுவினர் கண்டுபிடித்துள்ளனர்.

 பூமியில் இருந்து மிக அருகில் உள்ள ஜிலிஸி 581 என்ற நட்சத்திரம் பற்றி ஆராய்ச்சி செய்து வந்தனர்.

 அந்த ஆராய்ச்சியில் ஜிலிஸி 581 நட்சத்திரத்தை சுற்றி வரும் 2 புதிய கிரகங்களை கண்டுபிடித்துள்ளனர். இதில் பூமியில் இருந்து 123 திரில்லியன் மைல்களுக்கு அப்பால் உள்ள ஒரு கிரகம் பூமியை போலவே ஒத்த தன்மைகளை கொண்டுள்ளதாக ஆராய்ச்சியாளர்கள் தெரிவித்துள்ளனர். சூரியக் குடும்பத்துக்கு வெளியே உள்ள அந்த கிரகத்துக்கு ஜிலிஸி 581ஜி என்று பெயரிடப்பட்டுள்ளது.

இந்தியாவின் மிகப் பெரிய நிறுவனமாக ஏர் இந்தியாவின் வங்கிக் கணக்கு முடக்கப்பட்டுள்ளது. 


ஏர் இந்தியா சுமார் ரூ 100 கோடி சேவை வரியை அரசுக்கு செலுத்தவில்லை. இதனையடுத்து மத்திய வரிகள் ஆணையம் எடுத்த நடவடிக்கையின்படி ஏர் இந்தியா நிறுவனத்தின் வங்கிக் கணக்கு முடக்கப்பட்டுள்ளது. இந்த ரூ100 கோடியில் முதலில் ஒரு சிறிதளவு செலுத்தப்பட இருப்பதாகவும் இவ்வாறு செலுத்திய பின் வங்கிக் கணக்கு முடக்கம் நீக்கப்படும் என ஏர் இந்தியா தெரிவித்துள்ளது. 


இவ்வாறு சேவை வரி செலுத்தாத காரணத்தினால் மற்றொரு விமான சேவை நிறுவனமாக கிங்பிஷர் ஏர்லைன்ஸின் வங்கிக் கணக்கும் முடக்கப்பட்டுள்ளது.
