அன்னிய முதலீடு நிறுத்தம்!!!

சில்லரை வர்த்தகத்தில் அன்னிய முதலீட்டை அனுமதிக்கும் முடிவு நிறுத்தி வைக்கப்பட்டுள்ளதை மத்திய நிதியமைச்சர் பிரணாப் முகர்ஜி, எதிர்கட்சித் தலைவர் சுஷ்மா ஸ்வராஜிடம் உறுதிபடுத்தியுள்ளார். 


சில்லறை வர்த்தகத்தில் அன்னிய முதலீடு என்ற அரசின் முடிவால் ஏற்பட்டுள்ள நாடாளுமன்ற முடக்க நிலைக்கு தீர்வு காண, மத்திய அரசு சில நடவடிக்கைகளை எடுத்துள்ளது. அதன்படி, தற்காலிகமாக அன்னிய முதலீட்டு முடிவை திரும்பப் பெற முடிவு செய்துள்ளது. 


இதன் ஒரு கட்டமாக மக்களவை எதிர்கட்சித் தலைவரான சுஷ்மா ஸ்வராஜுடன் இன்று தொலைபேசியில் பேசிய பிரணாப் முகர்ஜி, சில்லரை வர்த்தகத்தில் அன்னிய முதலீட்டை அனுமதிக்கும் முடிவை மத்திய அரசு நிறுத்திவைத்துள்ளதாகத் தெரிவித்தார்.


இந்த விவகாரத்தில், எதிர்கட்சிகளுடன் சுமுகத் தீர்வு ஏற்படும் வரையில், சில்லறை வர்த்தகத்தில் அன்னிய நேரடி முதலீடு என்ற மத்திய அரசின் முடிவு நிறுத்திவைக்கப்படும் என்று பிரணாப் தெரிவித்துள்ளார். 


நாடாளுமன்ற குளிர்கால கூட்டத்தொடரில் எதிர்க்கட்சிகளின் அமளியால் ஏற்பட்டுள்ள முட்டுக்கட்டையை சரிசெய்யும் வகையிலேயே மத்திய அரசு தனது பிடிவாதத்தைத் தளர்த்தியுள்ளதாகத் தெரிகிறது.

a) & (b): Labour is placed in the concurrent list of the Constitution and both the Central Government and State Governments are designated as the ‘appropriate Government’ in respect of areas of their jurisdiction. In the Central Sphere, there are clear guidelines/ directives for verification of membership of Trade Unions for purpose of granting recognition to the majority Union. In the Central Sphere, no recognition is pending, for the want of proper guidelines and directives.

(c) & (d): Verification of membership of Trade Unions operating in organizations falling under the jurisdiction of State Government are carried out by the respective State Government. Hence, the details of disputes are not maintained by the Central Government.

(e): Under the Code of Discipline, a Union may claim to be recognized as a representative Union for an industry in a local area if it has a membership of at least 25% of the workers of that industry in that area. If there are several Trade Unions in an industry, the one with the largest membership would be recognized as the majority Union. The procedure for verification of membership of Trade Unions operating in an establishment is laid down in the Code of Discipline. There is no specific procedure laid down in the Code of Discipline for verification of membership of Trade Unions operating in an industry in local area.

சில்லரை வர்த்தகத்தில் அன்னிய முதலீட்டை அனுமதிக்கும் மத்திய அரசின் முடிவை எதிர்த்து வணிகர்களின் போராட்டம் காரணமாக இன்று (01-12-2011)தமிழகம் மற்றும் நாடு முழுவம் கடைகள் அடைக்கப்பட்டிருந்தன.

VRS not possible in this financial year : The Secretary, DoT while participating in “Scotch summit on employment” on 29th November 2011 has declared that the VRS cannot be implemented in BSNL/MTNL in the current financial year ending 31.03.2012. The DoT is yet to consider the proposal of BSNL but huge expenditure is involved. BSNL has demanded Rs. 18,000/- crores for grant of VRS to staff.

The Voluntary Retirement Scheme (VRS) for employees of Government-owned telecom firms, BSNL and MTNL will take some more time as the Telecom Ministry is yet to take a final call on the same.


“It (VRS) is not going to be possible in this fiscal,” the Telecom Secretary, Mr R. Chandrasekhar, said on the sidelines of the Skoch summit on employment here on Tuesday.


“BSNL has formulated a proposal. That is something on which a view has not been taken. There is obviously a major financial obligation involved, which needs to be seen before any view is taken,” he said.


Both BSNL and MTNL had submitted a proposal approved by their boards to seek financial support from the Government for implementation of VRS. MTNL had submitted a proposal seeking 100 per cent financial support from the Government, while BSNL had sought nearly Rs 18,000 crore from the Department of Telecom.
