The 4th All India conference of NFTE-BSNL was held at the Christian Higher secondary School in Jabalpur( Madyapradesh) from 10/10/2014 to 12/10/2014 and more than 2000 Delegates/ Obersvers enthusiastically participated in it. Representing Chennai telephones 165 comrades attended the conference.
Inaugural function on the first day was attended by comrades G.L.Dhar( Secreatry AITUC), Sapan Chakraborthy( AGS, BSNLEU), Suresh Kumar (GS, BSNLMS). Open session was organized on the 2nd day of the Conference in which Shri A.N. Rai, CMD, BSNL and three CGM’s of MP Circle, T&D Circle and Training Centre, Jabalpur plus two GM’s were also took part. In his key note speech Shri A.N.Rai very categorically informed the delegates that the company is facing acute financial difficulties and hence there is no possibilities of granting Bonus(PLI) to the Employees for this year also. He cautioned the delegates that unless the Company runs on profit there can’t be a third wage revision which is due in 2017. He also appealed to all the Unions/ Associations to meet for 6 months more for settlement of any demand which involves financial commitment and expressed hope that the Company’s financial position will improve and may earn profit soon. The other Senior officers told the Gathering that out of Rs 900 crore revenue nearly Rs 400 crore is being spent for the salary to the Non- Executive Employees and Rs 100 Crore was spent towards Executives wage bill. With only Rs 400 Crore remaining for the developmental activities BSNL is hard pressed to Expand and Modernize its services. All officers of the opinion that unless we increase the revenue and earn profit the future will be very much challenging. The spoke of the need to increase the number of customers apart from retaining the existing ones.
Many Circle secretaries pinpointed the Short comings in the CHQ functioning and wanted improvement in it to effectively face the next Verification successfully in April-2014. Some comrades pointed out the delay in formation of Councils in and functioning of Councils at all levels. A opinion was also expressed that while the Central leadership of BSNLEU sought NFTE’s cooperation verymuch for JAC/FORUM activities, there leaders at Circle/ District levels also are not at all Co-operating with NFTE-BSNL for obvious reasons.
Com. C.K.Mathivanan, Dy. G.S in his long speech exhorted the unions to ensure full implementation of three main assurances given to the Employees by the then NDA government headed by the Shri Vajpayee on the eve of Corporatization in September-2000 after our 3 day’s historical strike. All the promises for Job security, Govt pension from Consolidated fund of India and safeguarding the financial viability of BSNL are now in doldrums. He pointed out that on Bonus and 78.2% IDA merger issue BSNLEU could change its wrong approch only due to the persistant efforts of NFTE-BSNL Com. C.K.Mathivanan publically announced his decision not to take up any post in the CHQ of the union as he retired from service and wants set an example for other comrades. A slight improvement has happened in this conference. The number of retired comrades as office bearers is somewhat less this time. New generation leaders and young comrades are to be encouraged and given responsibilities so that the future of the union is safe guarded.
The conference endorsed the one day strike call given by JAC on 27/11/2014 and appealed to make the strike a grand success countrywide. In the end comrades C.K.Mathivanan proposed the list of new office bearers and the same was seconded by Com. Mahavirsingh. All the office bearers were elected unanimously. Comrades Islam Ahmad, Chandeswar Singh and Rajmouli were elected as Prsident, General secretary and Financial secretary respectively. Out of 25 post one was reserved for the host Circle(MP) and for the remaining 24 post only elections were held.
To represent the Chennai Telephones Circle union two young Telecom Mechanic comrades were elected to the CHQ. Comrades T.R.Rajasekar elected as Secretary and Com. K.M. Elangovan was elected as a permanent invitee. Our Circle union wish the new team ever success and hope the shortcomings in the CHQ functioning in the past are not repeated. To Felicitate the newly elected CHQ office bearers a grand function is arranged on 29/10/2014(Wedness day) at 04.00 PM in the Flower Bazaar Telecom Complex by the Chennai telephones Circle union. Senior leaders R.K. Mali, Sethu and Pattabi will participate and felicitate the newly elected office bearers and permanent invitees.
